This team has been instrumental in delivering complex toll collection solutions throughout the nation and across the globe, and as such, team members are frequent speakers at industry forums. Our experts actively participate in industry organization initiatives and provide the expertise for far-reaching programs such as regional and national interoperability initiatives.
Chief Executive Officer
Keith Rayborn joined ETC as the Chief Executive Officer in July 2015. Mr. Rayborn has nearly three decades of progressive leadership experience in both domestic and international aerospace, defense and electronics industries. Mr. Rayborn has held multiple leadership roles in major corporations such as Lockheed Martin, Northrop Grumman, Elbit Systems of America and Plasan US. Mr. Rayborn is a graduate of the University of North Texas with a Bachelor’s of Business Administration in Production and Operations Management.
Vice President, Systems Development
Simon Cheng serves as ETC’s Vice President of Systems Development and oversees systems development, integration and delivery across all programs. Mr. Cheng drives innovation through establishing and implementing ETC’s Technology Roadmap, building strong business cases for Research and Development and developing the technical talent pool. He possesses in-depth knowledge and field-proven expertise in enterprise-scale systems integration and delivery -- specializing in project management, systems analysis, and software design and development. Mr. Cheng joined ETC in 2002 and has more than 20 years of experience in business technology and software implementation for the tolling industry. Mr. Cheng holds a Master of Science in Management Information Systems and a Bachelor of Science in Computer Science from Texas Tech University.
Chief Financial Officer
Mario Riemma joined ETC as Chief Financial Officer in July 2012. Mr. Riemma has more than 20 years of financial and management experience serving both technology and consumer goods companies. He is a graduate of the Università di Bologna with a degree in Business Economics.
Cyndi Robinson, PHR
Director Human Resources
Cyndi Robinson is ETC’s Director of Human Resources. She is responsible for all Human Resource functions including recruiting, employee relations, benefits, and payroll administration. Ms. Robinson brings more than 17 years of experience in Human Resources and Compensation Management and holds a Professional in Human Resources Certification.
David Mace Roberts
David Mace Roberts is General Counsel and Compliance Officer of Electronic Transaction Consultants Corporation (ETC). David is responsible for all legal and compliance related matters on behalf of the company. Prior to joining ETC, David has held senior executive legal and compliance positions with global technology companies such as Samsung, Elbit Systems, Efficient Networks, Broadwing Communications and RMG Networks. David holds a Juris Doctor from Emory University School of Law and a Bachelor of Arts with highest honors from New York University. David was named the 2012 Outstanding Deputy General Counsel/Associate General Counsel- midsize legal department by D Magazine/DCEO Magazine and the Association of Corporate Counsel. David has been featured in periodicals such as D Magazine/DCEO Magazine, Modern Counsel Magazine and The National Law Journal.
