ETC Names Keith Rayborn CEO
Richardson, Texas – August 10, 2015 – Electronic Transaction Consultants Corporation (ETC) today announced that it has named Mr. Keith Rayborn to the position of CEO effective immediately.
With nearly three decades of progressive leadership experience, Mr. Rayborn brings valuable skills applicable to the tolling and transportation industries with an impressive background in domestic and international aerospace, defense and electronics industries. In his role prior to joining ETC, Mr. Rayborn was President of Plasan US, an international leader in the design, manufacture and support of survivability systems, active protection systems and advanced composite structures for the aerospace, defense and commercial markets. Prior to joining Plasan US, Mr. Rayborn was with Elbit Systems of America, serving in multiple leadership roles. As the Vice President of Program Management for the Land and C4I Business Unit, Mr. Rayborn was responsible for management of both production and development programs in multiple locations. Mr. Rayborn also previously served with Lockheed Martin Missiles and Fire Control serving as the Director, Future Rapid Effects Systems (FRES) Program in the United Kingdom.

Mr. Rayborn assumes the position of CEO from ETC’s founder, Timothy O. Gallagher. Mr. Gallagher has been a leading presence in the electronic toll collection industry since its inception. Upon his full return from medical leave, Mr. Gallagher will become ETC’s Chairman of the Board and will more fully focus his attention on company strategy as well as continuing ETC’s well-established legacy of innovative solutions for the tolling and transportation industries.
