Chief Executive Officer
Bret Kidd joined ETC as CEO in 2019, with 25 years of experience leading technology services businesses in the travel, transportation and public sectors. His transportation experience includes executive roles at Travelport, the $2.2B travel technology business, where he served as President of Travelport Americas and led its Airline IT, SaaS and analytics business unit. Previously, he had led EDS’ Travel and Transportation portfolio and consulted to airlines as part of Ernst & Young’s Strategic Advisory Services Practice. Bret’s government industry experience includes creating and leading Hewlett Packard’ Global Public Sector unit, spearheading EDS’ aviation security initiatives following the 9‐11 attacks and working on Capitol Hill early in his career. Bret earned a BBA from Texas A&M and an MBA from Harvard Business School.
DAVID MACE ROBERTS
General Counsel, Compliance Officer and Corporate Secretary
David Mace Roberts is General Counsel, Compliance Officer and Corporate Secretary of ETC, responsible for all legal, compliance, and governance related matters. Prior to joining ETC, David has held senior executive legal and compliance positions with global technology organizations such as Samsung, Elbit Systems and Efficient Networks/Siemens. David holds a Juris Doctor from Emory University School of Law, a Bachelor of Arts with highest honors from New York University and a General Course degree from London School of Economics. David was named to the 2019 Dallas 500 by DCEO Magazine, named the 2018 Outstanding General Counsel (Solo) by D Magazine/DCEO Magazine and named the 2012 Outstanding Deputy General Counsel/Associate General Counsel (Midsize Legal Department) by D Magazine/DCEO Magazine and the Association of Corporate Counsel.
Chief Financial Officer
Julia Waterson joined ETC in 2006 as Accounting Manager. In 2020, in recognition of her leadership, knowledge, and dedication, Julia was promoted to the position of Chief Financial Officer. She has more than 20 years of financial and management experience serving technology, oil and gas, government services, and consumer service companies. Julia graduated Magna Cum Laude with a BBA in Finance from the University of North Texas.
Executive Vice President, Business Development
Kevin Holbert, who joined ETC in 2002, is a knowledgeable and accomplished leader with over 27 years of experience in the tolling industry – as a manager of information systems at a tolling authority, a consultant, and an executive of a full systems integration provider. This diverse background, spanning engineering and delivery, informs Kevin’s unique and seasoned perspective as a business development leader in the industry.
Executive Vice President, Back Office Systems
As ETC’s Executive Vice President, Simon Cheng leads the Back-Office team in implementation and delivery of BOS, integrated mobility solutions, and Customer Service Center operations, leveraging the production-proven riteHorizon platform. Simon joined ETC in 2002 and has more than 25 years of leadership experience in business technology and software implementation for the tolling industry. He has been instrumental in cultivating a strong culture of innovation at ETC, resulting in many industry firsts, such as web-based and hosted Back-Office solutions, service-oriented architecture (SOA) platforms, and patented dynamic pricing solutions. Over the past two decades, Simon led multiple successful implementations of enterprise-scale Back Office, Interoperability, parking and Express Lane solutions in North America. Simon holds a Master of Science in Management, Information Systems and a Bachelor of Science in Computer Science from Texas Tech University.
Executive Vice President, Roadside Systems
Tom Owen, who originally joined ETC in 2005, is an innovative technology leader, who oversees program management, engineering, systems integration, installation, and maintenance support for the Roadside Systems Business Unit. Tom has over 25 years of experience in the toll industry, working in various engineering, supervisory, and management roles, ensuring successful delivery and operations for Back Office and roadside systems. Tom has a strong track record of leading R&D and software development, product management, systems integration and delivery, operations and maintenance. A certified PMP, he brings rigorous delivery discipline paramount to the successful implementation of complex tolling and congestion management projects.
Vice President of Major Accounts
Steve Haddix, who joined ETC is 2020, serves as the Vice President of Major Accounts. Accounts will move to Steve once implementation phases are complete, so Steve can focus on their success, growth and productive relationships with existing customers. Steve’s 30-year experience in delivering engineered technology solutions includes more than nine years’ leadership experience in both tolling and ITS industries. He has an MBA from Rice University and a degree in mechanical engineering from Texas A&M University. Steve is one of fewer than 600 project professionals worldwide to have achieved PMI’s highest level of PMP certification, the Portfolio Management Professional (PfMP).
Vice President of Major Accounts
Raj Nagaraju, who first joined ETC in 2002, serves as the Vice President of Major Accounts. In his new role, Raj will take over accounts once the implementation phases of projects have been completed. Since first joining ETC, Raj has gained experience in data migration, reports validation, and interfacing with customers during SDLC, testing, and review cycles. Raj holds an MBA in Management Information Systems from the University of Missouri and a Project Management Professional (PMP) certification from the Project Management Institute.
Vice President, Business Development
Randy Moore is an experienced Certified Public Accountant who brings 20 years of tolling industry experience. From 2008 to 2014, Randy served ETC as the Senior Project and Program Manager for the North Texas Tollway Authority (NTTA). After spending two years as an ERP Systems Manager at Lehigh Hanson, Randy returned to ETC in 2016 as Business Development Manager and currently serves as Vice President of Business Development. Prior to joining ETC, Randy served as Division Director for the Oklahoma Turnpike Authority (OTA) for 12 years. Randy holds a BS in Accounting from the University of Central Oklahoma.
Director, Marketing and Business Development
Saida Williams joined ETC in 2019 as Director of Marketing and Business Development to provide strategic marketing leadership and work closely with ETC’s executive team on business development initiatives. Saida has over 15 years of capture, proposal and project management experience, leading proposal and delivery teams in successful implementations in the federal, state and local contracting segments. As a capture and bid leader, she has managed well over 1 billion dollars in government and technology sales efforts, from pre-RFP to contract signing, steering successful bid teams and streamlined processes. Saida holds an MS Advertising degree from the S.I. Newhouse School of Public Communications at Syracuse University.
